Missing Persons’ Families Platform in North and East Syria (MPFP-NES)

The Missing Persons’ Families Platform in North and East Syria (MPFP-NES) is a comprehensive civil space for families of missing and forcibly disappeared persons. It was established on June 6, 2024, with the aim of organizing families’ efforts and empowering them to represent themselves and lead advocacy to defend their rights, including active participation in search efforts, truth-seeking, and achieving justice, which are considered essential pillars for achieving comprehensive and sustainable peace in Syria.

By October 2025, the MPFP-NES had over 750 members, all of whom are family members of missing or forcibly disappeared persons from different parties to the conflict and from diverse ethnic, religious, and social backgrounds.

The platform adopts principles of inclusivity, non-discrimination, and accountability, and addresses the issue of missing persons as a purely humanitarian concern, beyond political considerations and geographic divisions.

The idea to establish the platform arose from consultations held by Synergy Association for Victims in 2023 with families of missing and forcibly disappeared persons in North and East Syria. These consultations revealed the lack of institutional support and representation for these families, as well as their exclusion from truth and justice processes. In response, the MPFP-NES was created to provide a safe and representative space for families, enabling them to participate in policy-making and guide national and international efforts aimed at addressing the issue of missing persons in Syria.

The platform adopts a comprehensive definition of “missing persons,” which includes anyone whose fate or whereabouts are not clearly known—whether their disappearance is due to human actions, such as enforced disappearance, arbitrary detention, or abduction, or due to circumstances related to armed conflict, displacement, or military operations. A person remains considered missing until their family receives reliable and confirmed information about their fate or whereabouts; Even when their status is clarified, efforts must be made to secure the release of detainees or return the remains of deceased victims to their families.

Through its community-led and accountability-based approach, the MPFP-NES seeks to build a sustainable model for the participation of families of missing persons in designing and implementing transitional justice policies, strengthening documentation and effective advocacy efforts, and contributing to laying the foundations for comprehensive and sustainable peace in Syria.

  • Providing a safe and reliable space for communication and the exchange of experiences among families of the missing and forcibly disappeared.
  • Raising public awareness about human rights in cases of mysterious disappearance and enforced disappearance, while emphasizing the importance of active participation of victims, survivors, and their families in truth-seeking and justice processes.
  • Organizing campaigns and activities to raise awareness and strengthen local and international solidarity with the families of the missing in Syria, and advocating for action to address this issue.
  • Providing psychosocial support and legal guidance to victims’ families and empowering them to access justice.
  • Enhancing cooperation with national and international actors working on issues of missing persons and transitional justice.

 

Terms and Criteria for Joining MPFP-NES:

MPFP-NES provides a comprehensive supportive space for families and relatives of the Syrian missing and the forcibly disappeared, without discrimination. However, membership in the platform requires meeting and complying with the following criteria:

  • Commitment to and adherence to the goals and values OF MPFP-NES.
  • Integrity and transparency in sharing information and participating in the platform’s activities.
  • Commitment to cooperation and solidarity among members and with other victims’ families.
  • Commitment to confidentiality and to not sharing information with unauthorized parties.

Who Are the “Missing” According to the Platform’s Vision?

The Missing Persons’ Families Platform in North and East Syria (MPFP-NES) adopts the term “missing” to describe any person whose fate or whereabouts are not clearly known, regardless of the reasons beyond his/her missing; whether they are a result of other people’s conducts or because of other factors, and whether they are related to the armed conflict or not. This includes the persons whom their fate or whereabouts have been partially clarified.

Moreover, it includes the persons who have gone missing as a result of abduction, arbitrary detention, enforced disappearance, as well as the individuals who have gone missing, or still go missing, in other contexts, such as during displacement, or as a result of military operations.

When Are the Persons No Longer Considered Missing or forcibly Disappeared?

Persons are no longer considered as “missing” after their families and/or another legitimately concerned individual have received reliable information clarifying their fate and whereabouts. However, even when the fate and whereabouts have been clarified, there must be endeavor to seek the release of detainees or facilitate the return of human remains to families.

Is the MPFP-NES Independent?

MPFP-NES is a completely independent platform that brings together families of missing persons and forcibly disappeared by all parties to the conflict and from various ethnic, religious, racial, and language backgrounds. The MPFP-NES adopts a liable and inclusive approach to support all families of the missing, without discrimination, focusing on the issue of the missing as a deep human concern, free from political influences.

What Are the Terms and Criteria for Joining the Platform?

MPFP-NES is a space for relatives of the Syrian missing and the forcibly disappeared, without discrimination. However, membership in the platform requires meeting and complying with the following criteria:

  • Commitment to Values and Goals: Members must agree with the values and goals of the platform, which are centered on promoting the right to truth and justice for victims of mysterious loss and enforced disappearance, as well as their families.
  • Integrity and Transparency: Members should be honest and transparent in exchanging information and participating in the platform-related activities.
  • Cooperation and Solidarity: Members must cooperate and show solidarity with each other, and with other families of the victims in order to achieve the common objectives.
  • Confidentiality: Members must respect the confidentiality of the information shared within the platform, and not share it with unauthorized parties.
Does the Platform’s Members Pay Any Membership Fees? Or Do They Receive Any Compensation for Joining?

MPFP-NES does not charge any fees to its members, nor does it provide any financial compensation or incentives for joining.

What is the Relationship between ‘’Synergy Association for Victims’’ and the MPFP-NES?

The idea to form MPFP-NES emerged during consultations organized by Synergy Association for Victims with families of the missing and forcibly disappeared in north and east Syria during 2023. The discussions concluded the need to establish this platform, inspired by the active and extensive role played by Syrian families, associations, and organizations of victims and survivors in the recent years regarding the issue of the detainees, forcibly disappeared and the missing persons in the country

Synergy undertakes the support and facilitation for the platform’s members and its activities. It provides counselling and technical support, with the aim of building and developing the platform’s plans and policies. In addition, it adopts a positive intervention approach to support any effective effort to uncover the fate of the missing and forcibly disappeared and support their families in their endeavor to reveal the truth and achieve justice, in cooperation with our partners in the “Truth and Justice Charter” and the Syrian civil society.

Why Does not the Platform Have an Independent Website?

Synergy Association has assigned a special section for MPFP-NES on its own website, aiming to support the platform in providing continuous updates to families of missing and forcibly disappeared individuals in Syria.

In the future, the platform will have its own independent website, and its members will determine the appropriate time for its establishment.
